Unfortunately, it's currently impossible for servers to offer additional perks to users who donate more than one boost to a server.
Right now, the Boost Status screen shows server staff members how many boosts the server has and which users are currently boosting. However, it does not list how many boosts each booster is giving the server at a given time. If a user gives multiple boosts to a server, the server/audit log receives multiple boost messages, but after that, there's no way to know how many boosts they are giving if they cancel some but not all of their boosts. For example, I have 3 boosters giving 2 boosts each (6 boosts total) and one day it drops to 5--we still have 3 boosters but it's impossible to tell who is just boosting one now and should get lesser server perks. Therefore it's impossible for us to realistically offer additional server perks to members boosting multiple boosts because we are unable to personally confirm their boost count long-term.
There's a very easy solution to this, which is to add functionality that allows servers to see not just who is boosting but how many boosts users are giving. This will allow servers to offer additional perks to users giving more than one boost, making it easier for servers to retain boosts and increasing incentive to purchase boosts on Discord overall.
