Allow Bots to clear reactions i.e. remove reactions from others in DMs

Preface

Many bots rely on reactions for their functionality.

A bot would add a reaction to a message so a user can react to a that message to trigger an action based on the reaction. For this to work, the bot would remove the user's reaction afterwards.

This reduces the amount of bot interaction messages in chats and gives people good pictographic hints about the actions they are performing, as well as taking the strain off the user to memorize all 500 different commands — even though there is usually a help command, a long one however, that adds to the amount of bot interaction messages.

Problem

However, this only works in servers because bots do not have the permission to remove other peoples' reactions in DMs. Therefore, I would suggest allowing bot accounts to remove/clear others' reactions in DMs.

This post would also allow this, however it is bundled with a lot more things that I personally see as “a bit much”.
