Mute User Voice Local with a Bot

Hey there,
I want to mute & unmute a users voice locally in a channel via a Bot. For that I need new API Methods.

If that is possible you can build something like TokoVOIP(https://github.com/Itokoyamato/TokoVOIP_TS3) with Discord.
That would be great for the whole gaming scene specially for Roleplay, cause then you don't have to use Teamspeak with some Plugins anymore for talking in Games without an implemented audio client.
