Make channel topics more visible

I'm an admin on a fairly large programming discord (8.5k members) and we sometimes have an issue with members not reading channel topics and posting off-topic questions. I don't blame them entirely, the channel topic is displayed in small low-contrast letters at the top of the screen and it seems, at least for me, one's eyes are largely focused on sidebars / the message bar when using discord.

Feature proposal: Present the channel topic to new users when they're making their first post in a channel. I'm not talking about an annoying popup but instead something like an info bar right above the message bar that puts the channel topic where the user will see it. Similar to the "wave to ____" feature that was recently added.
