Impossible to get to Save Changes button on User Profile settings page

I don't use a mouse.  It's impossible for me to get to the Save Changes button on the User Profile settings page without one.  No matter how many times I hit tab, it never gets there.  If I get the close button on the top right highlighted, it shakes the screen and flashes the warning about unsaved changes red, like it should, but it doesn't focus on that button.  I can hit escape to close the settings menu altogether, but it doesn't save changes and update my profile.  Please don't make me use MouseKeys to set my About Me.  That's clunky and painful.

    And the position of this "nag sticker" is wrong:(font is good and I can even read what I typed there).

    I have to use ZOOM – scrollbars are not shown only in user settings (Opera 36.0, Vista SP2), even in FullScreen mode (1280x800).
