Unable to render other person's video in video due to video calling relying on the better internet (on latest update)

I tried calling someone and my own video loads for myself and my ping stays stable, but due to the person I called having a 1080p camera, I believe my internet (unfortunately running a DSL package in the boonies) is unable to render her good pixilation, and it spikes upwards to 1200 to 5000 ping (only when her video comes on).
