Add more flexible option for screen sharing quality by bitrates.

I am working on a development company and recently we use the discord to communicate faster with our teammates. When we do the screen sharing, the frame rate is not important and so we want to get some option that increases the screen size but decrease the frame rate.

Nitro is the option but when you boost your server to level 2, go live with 1080@60fps is possible. My requirements for not gaming purpose screen share quality with server boost is about 4k@15fps or 4k@30fps which can be determined by the overall bitrates of the screen share.

    Also they can add options like 240p quality or 360p at the lowest for ppl who don't have good wifi or maybe they don't even have wifi
