Disable message highlight, but allow autoplay of GIFs.

I have to keep "reduced motion" on because the message highlight makes it very difficult for me to focus when the background is constantly flashing as I scroll or move my mouse, but that is literally the only reason I have to keep it off. However, even though I have autoplay of GIFs allowed, they won't autoplay unless my mouse is directly hovering over the gif. I don't understand why that's an option if it isn't going to work.

It'd be great to make that work, or just allow us to disable the message highlight since it makes it difficult for people with certain disabilities.
