Channel pop-ups

Being able to set up "channel pop-ups" similar to the membership screening where they have to read everything through and accept it before being able to use that chat.

This should help with servers where they have individual rules for a certain chat and people keep using the chat wrong, but those rules aren't worth mentioning in the server's general rules because that may be confusing.

This feature could help with these kind of issues.
