TTS should be per user, not per server/(roles)

As much as I think the TTS function is useful, I believe it could be reworked so users can choose to opt-in to having TTS on if they want instead of leaving that choice in the hands of the admins on servers. From a development standpoint as a Developer, wouldn't it make more sense for users to make the choice to opt-in to TTS if they want instead of restricting that permission to per role per server? Many users, including me, find the TTS command useful but wish that we could opt-in/out whenever we wanted. It's not pleasant hearing discord read messages out loud whilst you are trying to go to sleep.
