We've already found out a few issues with Threads.
Firstly, they are very much able to overwhelm staff, as demonstrated by one of the people on one of the servers I'm part of (10 threads at once, from a single person). I recommend a few things to remedy this:
Server Setting - Allow people to enable/disable threads.
Permissions - Make threads a permission.
Limit Per Role/Person/Channel - Choose to allow a limit on how many concurrent threads can both be made by a person (but not on if they can join or not), but also make a settable limit for how many threads can exist at the same time on a single channel.
Permission for Management of Threads - Give a permission that would allow a person or role to manage threads (Force archive them, etc).
That is my two cents on the situation. Please implement atleast some of these because otherwise we are going to have a lot more overwhelmed staff members in servers, and good, unstressed staff members who can handle such overwhelming tasks are a rare commodity.

Threads are permissions. Public and Private permissions exist for Threads.
Manage Threads is also a permission. This existed at the start too.
As for the rest I definitely agree and I'd like to add that defaulting it to on for a large number of servers was a pretty rude move for such an underwhelming feature that does little more than add to the frustrations of moderators.
