Tagging in Threads

As it is now, anyone on a server can be tagged inside of a thread on that server, even if they haven't joined it. This shouldn't be the case any more than tagging someone in a thread they don't have permission to view.

    I'm okay with the tagging aspect, as it's useful to be able to attract someone's attention to a thread. My gripe is that tagging them automatically adds them into the thread, which is an issue because the default notification setting for the thread is "all messages" regardless of what its parent channel is set to. Easy way to give someone a bunch of notifications they don't want.

    I love this feature for private threads. It can facilitate organization and management in modrooms so much since you no longer have to set up permissions and roles for people to see particular channels that concern a particular event that may concern a variety of different team members. 

    I would suggest force-adding with @ -ing someone to be only available on private threads rather than on public threads.
