Redoing Role Permissions Servers

Currently roles work like this: Either you have permissions for everything (delete, edit, and changing roles on users), or nothing (no perms regarding roles).

My suggestion is to separate permissions into role admin (can create, delete, and edit role permissions), and role manager (which can give and take roles from members), that way admins/owners can allow moderators to give and take roles without giving them full control of the roles.
