Discord GIF's not attaching the file for regular members only admins

spazz!

I manage a server and for some reason when a regular member sends a gif it just sends a link with no attachment, however when I send one it attaches the file and works fine. My first thought was "embedded links" permission and I've enabled that but it was not it, so I'm thinking its a permission thing since I have administrator perms but I can't find which permission or maybe a bot blocking it which I doubt.

    I'm having this exact same issue and I have no idea how to fix it. Let me know if you have/do figure it out.
