Anyone see the "You know the rules and..." tab?

So i was looking through a community server settings page because i wanted to change some settings and I noticed a button, having the label be "You know the rules and..." I clicked on the button to see what was in there and found this (Directly copied from the page)

Shouldn't it come to you naturally? And everyone knows, you're losing your gift and it's plain to see.
There is also a button with the text "Get your Wish". the button does nothing.
Does anyone what this is at all?
