16 MB file limit for level 1 boosted servers.

Servers with a level 2 or 3 boost get 50 MB and 100 MB file limits. However, level 1 boosted servers do not get any extra file size. My suggestion is to increase the file limit for level 1 boosted servers to 16 MB. Not much more than the default (8 MB) but still a nice bonus.
