[Feature Request] Move Conversation / Retroactive Thread Creation

I find that it's very common for discussions in a channel to go off on a tangent and by the time folks realize they're been discussing the definition of "portal fantasy" in the #firewatch channel, it's too late to easily shift it over to #bookclub where it belongs.

I'd like the ability to select a set or range of messages within a channel and either "move to thread" or "move to channel", which would cause them to be removed from their current channel and dropped into a new thread or another specified channel.  A marker would be left behind like:

>>> "portal fantasy discussion" moved to #bookclub by @Quinton

This makes it a lot easier for folks to continue the ongoing conversation in the right place and leaves the wrong place tidier, apart from an indication as to where the excised messages were moved to.

Presumably non-trivial, needing new ACLs to allow, and ideally a select-multiple-with-gaps interaction to choose what to move, but I think it would be an *enormous* quality of life improvement.

An alternative would be just a copy-and-link operation, requiring deletion to then be done as a separate step, though both of those operations would be most useful and efficient with select-multiple-messages as an underlying mechanism.

    This would make moderation a lot easier, especially when off-topic discussions get out of hand and you want to clear up whatever channel they've happened in.

    Mods and admins definitely need the ability to move messages between channels and to threads!  My Discord server feels like a rolling shoutbox with no way to clean it up.

    Also came to request this specifically. 
    I've never been able to predict which topics will take-off, so the thread feature is usually pretty pointless until it's too late. For a casual channel, there are no meetings or dedicated discussions that are known in advance, so retroactive threading would be a huge help just to visually consolidate important information.

    Giving moderators the ability to freely move threads would be SO useful.  More than once a server I'm on has had a thread created under the wrong chat channel.  If we could freely move threads between channels that would be fantastic.   Also, if access differences between who participated in the thread and who has access to that channel, if that could be clearly highlighted in the thread user list.   Maybe a separate category of "Participants that can no longer access" or something along those lines
