Servers marked as "new" in Discord

When you create a server, the following thing will appear.

This will last for 1 month from the date of creation of the "new" server and will be visible for everyone seeing this for the first month after server creation.

This is why there are no Partnered servers being marked as "new" because the "new" tag expires after 1 month and the minimum age requirement for a Partnered server is 8 weeks (2 months).

Another thing to note is that when the "new" tag expires, the tasks disappear and the Getting Started guide link is only visible in the mobile client.
