Setting Personal Nicknames for People

It has been mentioned several times in the past by different people, but I want to again put up the idea that it would be nice to be able to set personal nicknames for other people, that is, make a name that appears instead of someone else's nickname/username that only you can see. There are several reasons why someone would want to do this: people keep changing their username/profile picture, people have usernames that are difficult to ping, their username is offensive to you, or maybe you just don't associate someone with whatever their username is currently.
