[Windows 11] Video Broadcast optimization (dropped frames)

In the current Dev build of Windows 11 Discord video broadcasts drop quite a lot of frames, both video and game broadcasts. (with and without hardware acc)

This is not found when using Windows 10 on the same machine or other streaming applications on windows 11 (OBS etc).
