Add Hardware Encoding Selector Option

I want to suggest having the option to select which video hardware encoding/encoding you want to use, similar to how OBS lets you choose.

I want to be able to offload the encoding/decoding to Intel Quick Sync or AMD Video Coding Engine so that my GPU can focus on gaming processes.

I have personal experience where in some instances streaming a game on Discord, someone connects to view the live feed my frame rate drops.
