Text Formatting: Headers

I would like to be able to create a block of text that is larger than the rest in a single message. It would be the most useful in rules and announcements. Maybe have it role locked so that you can't create terrible spam with it? (Make it a slash command etc.) I know Markdown has the ability to do this.
