Ventrilo style channel/server announcer

How about adding a voice channel/server announcer like Ventrilo uses, instead of a chime or whatever the sound is now. That way we don't have to rely on a bot for it, such as KITT. 

Each user could turn it on and off if they don't want to use it.  I'm surprised it wasn't a day one thing and even more surprised it hasn't been implemented yet.
