Switching between 12 and 24 hour time manually.

Using 12 or 24 hour time shouldn't be connected to the language you are using. I use US English but also 24 hour time. I dont want to change to UK English just to get 24 hour time because then it will change the spelling of many words. That would also mess with the date format which is another thing that should be disconnected from the language setting.
