Suggestion: Ability to rate limit notifications on a per server and per channel basis.

I have several servers which have channels that I'm interested in, but have highly sporadic activity. The channel will have no posts in it for several days, and then will have 50 within a half hour as people spark up a conversation. If I leave the channel unmuted, I will suddenly get dings on my browser and phone incessantly and have to manually mute it temporarily, if I leave it permanently muted I miss those conversations until I go looking for them manually.

An option for a channel or server that acts as a "debounce" would be wonderful. Essentially something like "Only notify me about activity on this channel at most every X minutes" or similar would be great.
