Why not improve security?
Most of the scammer attacks are made with programs, they fill the servers with their messages in a short period of time. Taking advantage of that Could you put an algorithm that would block this type of behavior? if they have to do it by hand their attacks will decrease a lot.

if said scammers are using a program to send a large amount of messages in a short amount of time, discord already has a (eh, not so great) built-in spam protection
this window will pop up after about 15 messages and prevents the user from sending messages for a very short while.
despite this, discord is not able to manage every single server. it's your job - as a server owner / admin - to remove said scammers before things escalate.
