Make the /tts command not be on by default.

So when I'm on a server some of the mods use tts for trolling. For me its annoying and i don't understand why speak tts command is on by default. Yes this is a little petty but it would improve discord in my opinion.

  How would this change your experience when they could just turn it on themselves?

  I want it off by default. Currently it on by default
