An existing Nuke-Bot issue.

There's a growing number of malicious bots being created on discord, I may have a solution on this issue. I think there should be a 'Code-verification' phase in bot creation, simply the bot creator HAS to send their code to Trust & Safety for verification, if they do end up sending false code, and it somehow gets into the Bot-Ecosystem, they should have the bot banned for suspicion if found nuking a server, and it'll have the risk of getting the user banned too, if found guilty.

    I do not think anyone at discord has the time to review this code and at the current design the code could be changed without problem by the dev. Furthermore in my eyes bot accounts are not the problem, mostly userbots are the problem which are not covered by discord. A better way would be to test if users are actually users by presenting a captcha at every session start or every 24h
