Feature Request: Animated Emoji Controls

Hi

Animated emojis are fine, but on slow moving text channels that are a pure annoyance and they DO NOT EVER STOP. 

Would like a user-oriented setting that stops animated emojis after 10 seconds with an option to reset the timer on a click on the emoji.
