Report message feature

So there's an option on desktop client and website of Discord where we can report messages of other users to Trust and Safety team while deleting the message. Unfortunately, the feature is accessible for users who has permission of manage message. Means limited to the servers where we are part of moderation team or own the server ourselves. This option should be implemented everywhere so we can report messages directly from the client, whether in some server or in direct messages.

    The Report Message add-in works with Outlook to allow you to report suspicious messages to Microsoft as well as manage how your Microsoft 365 email account treats these messages. Messages that your Microsoft 365 email account marks as junk are automatically moved to your Junk Email folder.
