Periodic All Messages Notifcations & Pings

I don't need a ping every message occurring to know something's going on. But neither are people going to ping me once something is going on. It would be nice if we could get notified & the ping sound after some time of inactivity, once people are active, rather than constantly. Just to let you know people are active now, 1 ping/notification is all it takes, not 100s for all messages.
