If others calls me with video, they can't see my video.

If the other side which I'm chatting to calls me with video call first, i can see them, but they can only see black with loading animation. If we do voicecall first and then turn on camera then most of the time we can see each other normally. In both instances i can see myself fine, and the camera is on. But even with voicecall first, it sometimes still just doesn't turn on no matter how many times we try to turn stuff on and off. On both sides we have done most normal troubleshooting steps, like reinstalling device drivers, reinstalling discord, pluging webcams to different ports, and nothing seems to have helped.
