I believe there should be two permissions for the role management permission to prevent abuse. There should be a permission that grants the permission to delete/create roles, and one that grants permission for the person to remove roles from users.

  Really nice idea, but the more specific you make the permissions, the more bits you need to send/use for the permmissions attributes of roles
