File Upload speed limits

Hello,

I upload clips to Discord for wins in Warzone and other games, but sometimes I do this while streaming and it eats up all of my streaming bandwidth and causes my stream to lag.

Would it be possible to add an upload speed limit when sending files?  Maybe even a separate limiter for when streamer mode is enabled too?

That way I could have unlimited when not streaming, and 10mb/s when streaming.
