Alt text when images are disabled

So, an interesting "quirk" of the new alt text descriptions is that the text doesn't appear if images are disabled in the user's settings. I was testing this because I've spoken with users who have images disabled for various reasons, which can affect the functionality of certain bot features that rely on images (or embeds with emoji). IMO, if there is alt text for an image, it should show up regardless of whether or not the user has the actual image displayed or not. This would make bot interactions that involve any sort of image more accessible for all users.
