Global slowmode for all users

Instead of the slowmode only affecting single users, it'd be a global cooldown where all users would have to wait a custom time set by mods before any user posts to a specific channel.

This would be helpful for artist servers, where it would avoid overposting other user's art in channels to show off art pieces.
