[Feature Request] Let us assign a 'chat ruler' that can pin post, but only in that chat.

For example; 

In a game modding discord community, it would be nice to assign a mod creator a role with the permission to pin post in their chat. 

So when the latest version of their mod releases, they can post it in their chat, and pin it themselves rather then having to ask a moderator to do it. Like this we could give members some extra permissions restricted to a specific channel.
