(Feature Request) Read pins before saying anytihng (in channel)

In the channel settings, there would be an option that makes it so people that just joined the server, when they want to say something in that channel will be forced to read pins first

This is to avoid people breaking rules in some channels accidentally because they didn't know it could get the banned
