Improved pinned message alerts

I suggest you introduce an option to display new pinned messages in a pop-up window when somebody enters a channel, and make it toggleable. As an example, this would be useful in official game community discords when an issue with the game arises, so people can see the newest update and/or instructions on the issue. 

I suggest this because from my experience most people will practically refuse to scroll up a few messages and read instead of asking a question that was answered 5 messages above. It could also be useful to notify people of any changes to a channel or the topic of the channel.
