Server/bot initiated interaction

I would like to offer some server-initiated interaction messages, like daily games that have ActionRow Buttons users can interact with. Unfortunately there does not appear to be any way for a bot to start a public interaction.

  You can send messages with components on them whenever you like, anyone can use them
