Pop-Out & Resize Voice Text Chat

Really enjoying the new voice channel text chat. However, for people with multiple monitors not wanting to sacrifice full-screen view, it'd be super handy to be able to pop out the video-channel text chat and move it freely around the screen/to other monitors.

It would also be awesome if one could disable the chat badges (unread and mentions) in that chat as well (as opposed to just being able to disable the message previews)
