All in one ping

This feature allows you to ping multiple roles and users but will show up as one ping (@Pings). Clicking on it will show the same popup as clicking a slash command (a sent slash command). In the popup, it will show all the roles or people pinged with commas separating them. Pings get grouped together only if they are beside each other. Users with the appropriate permissions can toggle which roles or users can use this.
