Forum Channel Bug

The `Add Reactions` permission, when disabled on a Forum channel, states the following: "If this permission is disabled, members can still react using any existing reactions on a message." 

Unfortunately, this rule does not seem to apply to the reactions that are put on the actual Forum Post... when `Add Reactions` is disabled on a Forum channel, members CANNOT react using any existing reactions on a post.

Is this intentional, or is this a bug that we can expect to be resolved?

  This issue also seems to exist on actual messages within a Forum channel as well. That said, it is not isolated to topic reactions.

  Same Issue, if discord tends to update it, it will take a lot of time
