Allow all forms of punctuations in Forum Titles

As it currently stands, some forms of punctuation are not possible to use in Forum titles. These punctuations include, but are not limited to, quotation marks, Number (#) and @ sign, forward and back slashes (/ and \). I find myself trying to use these punctuations a lot in forum titles and I think they should be included. As an aside, also should add an option to edit forum titles. Currently not possibly even by original poster.
