Forums - pinning, tags, and thread settings

I think you should be able to pin more than one thread and you should either be able to lock them or be able to change individual thread perms to stop people from sending messages in them. You don’t want anyone able to just spam messages in an “Info” thread pinned at the top for example. Also wouldn’t hurt to increase the tag limit.
