Bigger Server Banner FIle Sizes

As we all know the file sizes for profile pictures, and profile banners is 10mb, that works fine. But my suggestion is to bring the Server Banner limit size up to 20-30 mb. Due to its size of 960 x 540 you can only do 2 1/2 to 3 second long animations. Even then they still come out at 15-20mb. So usually you have to compress them on a site. However if 20-30mb was allowed we could make them longer, and more detailed for people to enjoy.
