Admin should be able to turn off users' camera feeds in voice channels

I highly suggest admins should be able to turn off users' camera feeds in voice channels. I'm quite surprised this seems to not be implemented.

I encounter this pretty regularly in a studygroup server that I administer.

People will be turning on their webcams from time to time; something comes up and they leave for more than a few minutes, then they come back not remembering they turned on their camera feed.
