Overlay in desktop

I want to give new ideas to add an discord kind of overlay but in the desktop not only inside a game Something compact, clean and simple like this.

So it is fully integrated in desktop and we don't have any unclean things like the program bar to resize or minimize or close, something like a widget. I'm looking for this but can't seem to find it in settings
