Nitro gifts for Boosted Servers

Once a server is boosted to level 2, the server should be able to gift one person Nitro per month. At level 3 this increases to 5 people. 

This will encourage free users to stay in the server to try and get nitro, whilst not putting too much financial pressure on server owners to provide for gifts, by reallocating it to users who are already boosting the server.
