The ability to create FAQ-style channels where we can freely rearrange posts like on a Trello board

User story

As a server admin and software developer I want to create FAQ channels for my projects where each post is a paired question and answer, and I want to freely be able to rearrange these to put the most frequently asked questions at the top so people can easily find them.

Suggestion

1. Allow for channels to have “manual order” as an option, it could apply to both text channels and forum channels, and would allow admins to drag the posts by a handle to change the order of them. 
2. A secondary option would be “insert new items at the top or bottom”, so that new submissions end up in the expected place. This could be coupled with which direction gravity is at, I think the server guide can already have messages that align from the top-down instead of bottom-up like standard text channels.
